In 1994, the African National Congress (ANC) instituted a 30 percent quota for women on its nominating lists; in a system of proportional representation where the ANC attained almost a two-thirds majority, the ANC quota meant that when South Africa’s Constituent Assembly was formed in 1994, the new parliamentary body included one of the highest percentages of women in the world. The country’s ¤rst democratic constitution, adopted in 1996, called for the elimination of public and private 32 Gay W.
Another common misunderstanding of the commission’s internal con®icts emphasized personality strife between prominent individuals, a view given force when the con®icts degenerated into a handful of lawsuits over labor law problems by late 2001.
