As this biography of Muhammad makes clear, Islam established a tyranny over the minds of men, which created a political tyranny just as wicked as Muhammad's religious imposture. At the end of the volume, the publisher advertised two books that he knew would appeal to readers of this biography of Muhammad. One was a series of essays on Christ's redemption and other religious ideas. The other was Montesquieu's Spirit of the Laws, the eighteenthcentury's most influential work of political theory, which set out liberal ideas on government and political organization.
He thought war would be more economical against Algiers than tribute, and that a blockade would be the most effective as well as the least expensive military tactic. Knowing the general public's aversion to taxes, Jefferson suggested a special tax on goods imported from the Mediterranean:The merchants who profited there should pay the expense of keeping it open. If only those who would benefit were taxed, most of the people would never feel this burden. Jefferson also knew that the central government needed some coercive power.
The administration feared the prospect of "increasing taxes, encroaching government, temptations to offensive wars, &c" more than it feared Tripoli. Preparing for contingent wars, Gallatin and Jefferson agreed, encouraged war. The administration insisted that the war be fought with money raised specifically for the war, that the country not be constandy ready to fight. 56 The Federalists did not think much of either Jefferson's economics or his plan to prevent a permanent military establishment supported by permanent taxes.
